The Regulation 19 consultation on the Greater Cambridge Local Plan is open now, and closes at 5pm on Friday 25 September 2026. This is the final chance for residents to comment on Grange Farm before the Plan is submitted to central government.
And yes — even if you submitted a comment in the January consultation — you must do so again. However you choose to do it, please make sure your voice is on record.
This phase of the plan is asking us to comment on whether the plan is sound. The government's four tests of soundness are:
- Positively prepared: Built on a strategy to meet local and shared needs.
- Justified: The most appropriate strategy when compared to reasonable alternatives, backed by proportionate evidence.
- Effective: Deliverable over the designated plan period and supported by cross-boundary cooperation.
- Consistent with national policy: Enables sustainable development in line with national rules.
You can still raise concerns about traffic, water, heritage, and the environment — but frame them against one or more of these tests. For example: "The plan is not Effective because the proposed road infrastructure cannot be delivered within the plan period."
There are three ways to submit a comment: the online portal, or the official response form returned by email or by post. Pick whichever one feels easiest for you.
The Online Portal
Recommended- Go to the consultation portal: consultations.greatercambridgeplanning.org/proposed-submission-greater-cambridge-local-plan
- Click Register in the top right corner (or Login if you already have an account from a previous consultation). If it's your first time you'll need to create an account.
- Once logged in, find Policy S/GF: Land adjacent to A11 and A1307 at Grange Farm in the list of policies.
- Scroll to the bottom of the page and click Comment.
- You will be asked: "Do you consider the plan to be legally compliant?" / "Do you consider the plan to be sound?" — we have been advised to click No.
- You will be directed to a 100 word summary box. There's no need to write an essay — clear, factual points are effective here.
- You will be asked "What changes do you think need to be made to the plan?" — type your answer here.
- The next page allows you to upload a longer letter or supporting evidence.
- You will then be asked whether you want to participate in the examination hearing sessions. We will be selecting Yes — this is up to you.
- Review your submission and click Submit. You'll receive a confirmation email once it's been received.
The Official Response Form via Email or Post
If you can't use the online portal, use the Council's official response form — free-text emails without the form are not the recommended route, as the form ensures your comment is logged correctly against Policy S/GF.
- Download the official response form
- Fill it in with your comments on Policy S/GF: Land adjacent to A11 and A1307 at Grange Farm

They'll post or email a form to you, which you can fill in by hand and return by post or email as above.
A Few Tips Before You Submit
- Comment individually. Submit your own comment rather than one for the whole household — it shows the true depth of community concern.
- Reference the policy number, S/GF, so your comment is filed against the right part of the Plan.
- Keep it factual and specific. Short, evidence-based points carry more weight than emotional language.
- Say clearly that you do not want your comment assessed by AI. At the last consultation, AI assessment was found to dampen the impact of objections and, in some cases, misclassify them so they weren't even counted as objections.
- If your submission is an objection, make sure the word "Objection" appears clearly in the title or subject of your response.
